PARLIAMENT OF ROMANIA. THE SENATE

THE RESOLUTION on the Situation in Georgia Bucharest, June 2010

Having regard to the following:

in August there will be two years since the outburst of the military conflict which led to Georgia’s losing sovereignty over an important part of its territory;

a) the progress towards resolving the conflict on the Georgian territory is limited; the Agreement in 6 points of August 12th, 2008 is being partially implemented; the Geneva talks meant to identify a solution to the security situation in Georgia produced certain results, but the efficiency of the mechanism as a whole is relatively modest;

b) unfortunately, some States recognized the independence of Abkhazia and South Ossetia, a fact that complicates and makes the regulating process even more difficult;

c) Georgia chose to be Western structures-oriented, a desire largely shared by the Georgian society and its political class as well;

d) Georgia is nowadays one of the regional key-partners of Romania in the Black Sea area.

The Senate of Romania:

1. firmly supports the territorial sovereignty and integrity of Georgia, within its internationally recognized borders, according to the Constitution of this State;

2. considers that any solution to the longer conflicts on the Georgian territory should observe the principle of the Helsinki Final Act; in this context, the Senate of Romania reasserts that the solution to these conflicts is not military, but solely political and diplomatic;

3. in this context, reasserts the decision of the Government of Romania not to recognize the independence of Abkhazia and South Ossetia;

4. welcomes the positive role that has been played for two years by the EU Monitoring Mission (EUMM), joined by Romania as a participant ever since the launch of the EUMM, and considers that the international presence should be extended as soon as possible to the territories controlled by the secessionist regimes;

5. declares its support to furthering talks in Geneva and calls upon all the participants to get involved constructively and in good faith into this process;

6. welcomes the State Strategy on the Occupied Territories adopted by the Government of Georgia and encourages the Tbilisi authorities to proceed to its implementation;

7. condemns the ongoing policies meant to change the ethnic structure of the two separatist provinces and calls the de facto authorities of Abkhazia and South Ossetia to comply with international humanitarian law by ensuring the free return of the civilians displaced from the Georgian territory;

8. observes the provisions of the Resolution 63/307 adopted by the UN General Assembly on the status of the displaced persons from Abkhazia and South Ossetia;

8. firmly supports Georgia's pro-Western option and welcomes the consensus nature of this option among the Georgian society;

9. reasserts the right of any State to decide upon its alliances, while rejecting any attempt to re-create spheres of influence;

10 supports Georgia's goal towards the accession to the North-Atlantic Alliance, in accordance with the decision adopted by the NATO Summit of April 2008, in Bucharest;

11. encourages Georgia to continue on the path of political and economic changes whereby it can draw nearer to the European Union;

12. welcomes the progress in the relationship between Georgia and the EU through the adoption of the Directive on negotiations regarding the EU-Georgia Association Agreement, as well as the perspective of having the negotiations launched this year, and the developments in facilitating visas acquiring;

13. calls upon the Governments of Romania and Georgia to enhance the multi-dimensional cooperation in the bilateral and regional framework, and within the context of Georgia’s preparation to its integration into the European and Euro-Atlantic structures;

14. reasserts its will to enhance the parliamentary cooperation with Georgia in order to reach the above-mentioned goals;

15. asks the Government of Romania:

- to ensure the ongoing presence of Romania in EUMM;

- to actively support, within NATO and EU, the process of Georgia's closeness to these two structures;

- to continue providing development assistance to Georgia;

- to develop the cooperation with Georgia in the field of energy.
